To whom it may concern:
I have been asked to give an evaluation of Dr. ________ scientific accomplishments and the impact of his work on public health and medicine. Ms. ________ is Ph.D. in Neuroscience and is focused on one critically important brain receptors complex, which is involve in learning and memory. In my professional opinion, her numerous findings from this research project have greatly advanced our view of receptor complex levels in neurodegenerative disease.
As for my qualifications to provide this evaluation, I have been involved in biomedical research for the last twenty-five years. I have worked at the Institute of Tumor biology and Cancer Research, University of Vienna, the pharmaceutical company NOV ARTIS, and the Institute of Neurology at the University Vienna and currently am Head of a department for Pathobiology of the Nervous System in the Center for Brain Research at the Medical University Vienna. I am also Professor for Molecular Biology at the Medical University Vienna, and Professor for Biochemistry at the University Vienna. During my career, I have authored or co-authored 90 scientific publications and reviews and co-edited one book. My current research focuses is to decipher the biological function of peroxisomes in health and disease and to elucidation of the molecular basis underlying the neurodegenerative disorder X-linked adrenoleukodystrophy.
Ms. ________ is an outstanding and exceptionally skilled scientist whose groundbreaking research work is of vital importance to our country’s Neuroscience research efforts and improvement of public health in national scope. Her accomplishments to date have far exceeded those of the vast majority of her peers as evidenced by her productive publications in premier scientific journals and frequent citations of her works by other researchers. Ms. _________’s research work aims to tackle the problems of neurodegenerative diseases. Ms. ________ has independently defined the involvement of receptor containing complex and posttranslational modification of receptors in leaning and memory.
What we learned from her research project is critically important for development and application of new drugs targeting at the level of receptors complex for many mental and neurological diseases.
In particular I would like highlight the following outstanding contribution of, Dr. _______ to neurotransmitter receptors within the central nervous system:
- Mass Spectrometrical Identification of Hippocampal NMDA Receptor
Subunits NRl, NR2A-D and Five Novel Phosphorylation Sites on NR2A and NR2BThe NMDA receptor (NMDA-R) is a key element in neural transmission and mediating a vast variety of physiological and pathological processes in the nervous system. Herein, findings of novel phosphorylation sites are extending knowledge on chemical characterization of the NMDA-R and warrant studying function of site-specific receptor phosphorylation in health and disease.
- In addition, she studied AMPAR complexes in learning and memory.
Her results may not only form the basis for studying receptor complexes rather than receptor subunits in memory formation or mechanisms of potential cognitive enhancers but represent a tool for investigations into pharmacological studies including the use of glutamate receptor agonists and antagonists.
I feel fortunate to have had Ms. ________ in my laboratory. She has done an outstanding job and made a very substantial impact in the research field of membrane protein structure and function. Her research works are well-recognized nationally and internationally as indicated by a large number of citations of her eight published paper by other researchers in this field. Ms. ________’s significant accomplishments are far above what is expected from her peer group and have established her as a nationally and internationally outstanding researcher in the field of Neuroscience, Neurodegenerative disease and cognitive enhancer.
I believe that Ms. ___________ will be very productive in her research efforts, and I fully support and recommend her.

Under a new rule published by the U.S. Department of Homeland Security, several changes to the EB-5 Immigrant Investor Program went into effect Nov. 21, 2019.
Alert: On June 22, 2021, the U.S. District Court for the Northern District of California, in Behring Regional Center LLC v. Wolf, 20-cv-09263-JSC, vacated the EB-5 Immigrant Investor Program Modernization Final Rule (PDF). While USCIS considers this decision, we will apply the EB-5 regulations that were in effect before the rule was finalized on Nov. 21, 2019, including:

About the EB-5 Visa Classification
Real Estate EB-5 Immigrant Investor Program, stimulates the U.S. economy through job creation and capital investment by foreign investors. Under a program, real estate investors may qualify for EB-5 classification by investing through real estate development projects.
An EB-5 Real Estate investor must invest in a new commercial real estate enterprise.
Only purchasing a property does not qualify the EB-5 requirements but purchasing a property and running business may meet the requirements. Purchasing a property or land then developing and creating jobs may meet the EB-5 requirements.
Commercial enterprise means any for-profit activity formed for the ongoing conduct of lawful business, including:
A sole proprietorship;
Real Estate Partnership (whether limited or general);
Holding Real Estate company;
Real Estate Joint venture;
Real Estate Corporation;
Real Estate Business trust; or
This definition includes a real estate commercial enterprise consisting of areal estate development holding company and its wholly owned subsidiaries, if each such subsidiary is engaged in a for-profit real estate activity formed for the ongoing conduct of a lawful real estate development business.
This definition does not include noncommercial activity, such as owning and operating a personal residence or real estate.
An EB-5 real estate investor must invest the required amount of capital in a property or land that will create at 10 full-time construction jobs. An EB5 visa can be obtained by development and construction of a house or property if it creates 10 full-time jobs.
For a new real estate development company not located within a regional center, the new real estate enterprise must directly create the full-time jobs to be counted. This means that the eb5 real estate development company must itself be the employer of the 10 full-time jobs.
Immigrant investors; their spouses, sons, or daughters; or any alien in any nonimmigrant status (such as an H-1B nonimmigrant) or who is not authorized to work in the United States are not qualifying employees.
Real Estate Capital Investment Requirements
Capital means cash, equipment, inventory, other tangible property, cash equivalents, and indebtedness secured by assets owned by Real Estate immigrant investors, if they are personally and primarily liable and the assets of the new commercial enterprise upon which the petition is based are not used to secure any of the indebtedness. All capital will be valued at fair-market value in U.S. dollars. Assets acquired, directly or indirectly, by unlawful means (such as criminal activities) will not be considered capital for the purposes of section 203(b)(5) of the Act.
Immigrant Real Estate investors to obtain green card through investment in real estate must establish that they are the legal owner of the capital invested. Capital can include their commitment to pay (a promissory note) under certain circumstances.
